The Threat Library contains a lot of information on State repressive techniques. This can have a paralyzing effect by making the State seem all-powerful. The State is not all-powerful.[^In fact, the vast majority of anarchist direct actions are not successfully prosecuted. Frustrated investigators in [Bremen, Germany](res://#not-stupid), and [Grenoble, France](https://web.archive.org/web/20251104203702/https://actforfree.noblogs.org/2022/04/17/grenoblefrance-these-saboteurs-of-the-ultra-left-have-been-elusive-for-five-years), have spoken to the media about their failure to repress any of the arsons that have taken place in both locations over the years, which they attribute to the mitigations taken by the arsonists.] The intent of the Threat Library is neither to minimize nor exaggerate the State's capabilities, but rather to understand its options and how those options are used in different contexts.
